A Personal Licence Course, or APLH, is a statutory requirement for anyone looking to attain a personal license.
ABOUT THE PERSONAL LICENSE COURSE
The course is designed to ensure that hospitality workers, bar staff and event managers involved in the sale of alcohol are able to do so responsibly, whilst carrying out requirements expected of them under the 2003 Licensing Act.
The key takeaway of the Personal License Course is to provide understanding of these requirements in order to ensure their implementation within the workplace.
WHAT IS THE 2003 LICENSING ACT?
The 2003 Licensing Act details that any persons involved in the sale or supply of alcohol, must retail the alcohol in a safe manner, whilst conducting sales with a view to promoting the four licensing objectives (or 5 if you’re applying for the SCPLH).
These are:
- Prevention of crime and disorder
- Public Safety
- Prevention of public nuisance
- Protection of children from harm

WHAT DOES THE PERSONAL LICENSE COURSE INVOLVE?
The Personal Licence Course will provide you with the training and accreditation needed in order to legally sell and authorise the sale of alcohol at any licensed premises in England and Wales. Upon completion, you will be awarded the ‘Level 2 Award for Personal Licence Holders Qualification’, meaning that you have attained the necessary skills and qualifications to legally operate and maintain a safe environment for customers; other employees and co-workers.
The course is also designed to increase the learner’s knowledge about the various effects of alcohol, providing staff with the knowledge required in order to ensure that people can enjoy alcohol without the risks associated with excessive consumption.
WHEN IS A PERSONAL LICENSE REQUIRED?
The Level 2 Award for Personal License Holders is the basic requirement for the sale of alcohol in a retail environment. Without this approved authorisation, upon conviction this carries a maximum penalty fine of £20,000 and/or 6 months imprisonment.
Some examples of organisations that require staff to hold a personal license might include:
- Theatres
- Cinemas
- Nightclubs
- Pubs & Bars
- Restaurants
- Supermarkets
- Community Halls
It is not a necessity to hold a Personal Licence to work in licensed premises, however at least one staff member must be qualified.
